TERMS AND CONDITIONS

Before you proceed with the eService, please read the following terms and conditions carefully. By using the eService, you agree to be bound by these terms and conditions. If you do not agree to these terms and conditions, do not proceed with the use of the eService.

General

By accessing the NEA website ("this website"), you shall be deemed to have accepted to be legally bound by these Terms and Conditions. If you do not agree to these Terms and Conditions of Use, please discontinue using this website.

Interpretations

"Customer" means the user of the Services
"NEA" means the National Environment Agency which is the provider of the Services;
"Services" means the electronic services offered by NEA in this website.

Services

The Services provided herein are conditional upon the Customer's acceptance of and compliance with these Terms and Conditions or any modification made to these Terms and Conditions by NEA from time to time. For avoidance of doubt, the Customer is deemed to accept these Terms and Conditions upon the use of the Services.

NEA shall have the right to suspend or terminate the Services, or to reject any payment made by the Customer without giving prior notice to the Customer.

Amendments to the Terms and Conditions

NEA may, without giving prior notice, modify these Terms and Conditions from time to time.

Warranties

NEA makes no warranty that the Services, software or information or materials provided will be uninterrupted, timely, accurate, reliable, secure or error free and expressly disclaims all liability whatsoever.

Customer's Obligations

The Customer shall ensure that any information posted or permitted or caused to be posted by the Customer is true and accurate and shall be solely responsible for the contents therein.

The Customer shall promptly provide to NEA, upon request, any additional information which NEA may consider necessary in providing its Services.

Limitation of Liability

The Customer shall not hold NEA liable under any circumstances whatsoever for any claim, action, demand, damage or loss as a result of the Customer using the Services.

Customer's Indemnity

The Customer shall indemnify NEA at all times from any claim, action, demand, damages, loss, expense or cost which NEA may suffer or incur as a result of the use of the Services by the Customer.

Intellectual Property Rights

All intellectual Property rights in the materials and information contained in this website or supplied to the Customer by the Services shall belong solely to NEA and these material and information shall not be reproduced or used by the Customer for any other purpose unless with the prior written approval of NEA.

Payment

The Customer shall make payment for the Services in accordance with the terms and conditions for payment specified in the webpages of the specific Services.

Rollback For Failed Transactions

If you encounter any technical problem in the course of the transaction, please contact NEA to check the status of your transaction. Please provide the following details:
  1. Transaction identification number (if any)
  2. Point at which error occurred
  3. Time of transaction,
  4. Error message (if any),
  5. Payment mode selected and
  6. Transaction amount.

Refund Policy

The Customer shall have no right to any refund for payment made for the Service once NEA has started to process the Services for the Customer.

However, in instances where the Customer feels that a refund is justifiable, he/she must submit a written request for refund.

Any request for refund must be submitted to NEA by post to:

Alternatively, request can be sent via email to Contact_NEA@nea.gov.sg.

Please provide the following details together with your request, unless otherwise stated in the specific Service's website:
  • Transaction identification number
  • Reasons for cancellation or refund
All requests submitted are subject to approval on a case-to-case basis.

Receipt of Payment

NEA shall not be required to supply any receipt for payments made by the Customer to NEA through the Services or by electronic means.

Applicable Law

The law governing these Terms and Conditions shall be the laws of Singapore and any dispute arising from the use of the Services or in relation to these Terms and Conditions shall be submitted to the exclusive jurisdiction of the courts in Singapore.

Exclusion of  Third Party Rights

No person other than the Customer and NEA shall have any right under the Contracts (Rights of Third Parties) Act to enforce any of the terms of these Terms and Conditions.
